In addition to the above items, it is to be

anticipated that the loss on the redemption of subsidiary coin may

exceed the estimate of 3768,000, judging from the poor prices which recent shipments have realised in London, and I have since February last suspended the purchase of subsidiary coin which you authorised in your cypher telegram of the 18th. April, 1914, in

Moreover an investigation of the expenditure on the Railway shows that the Loan funds will be exceeded after Liny and that fresh funds must be raised. On this account and also amongst other reasons on account of an increase in the rate per cent on advances, there will be an increase in payments of interest. On this latter subject I will address you shortly in a

separate Despatch.
